Claim:  Independent Member of Parliament Ramanathan Archchuna claimed during a parliamentary session that the Sri Lankan government increased the monthly salary of Members of Parliament (MPs) by Rs. 60,000, bringing their total monthly pay to Rs. 484,000.

Verdict: MISLEADING 

The Background

On August 6, 2026, Independent MP Ramanathan Archchuna ignited a heated debate in Parliament and across social media when he held up his official monthly salary slip during a session. Addressing the House, MP Archchuna stated that his salary for the month had risen to Rs. 484,000—reflecting an increase of approximately Rs. 60,000 compared to previous months. He criticized the government, asserting that while parliamentary compensation had been raised, ordinary public sector workers were not granted wage increases.

The following day, August 7, 2026, MP Archchuna posted a copy of his pay sheet to his official Facebook page to support his claim. The posted document showed that his monthly fuel allowance allocation had risen from Rs. 179,000 in June 2026 to Rs. 244,000 in July 2026.

Following MP Archchuna’s statement, the claim quickly gained traction across various social media platforms. Users widely shared video clips of his parliamentary speech alongside images of the salary slip, triggering intense online debate and widespread public confusion over whether parliamentarians had indeed been granted an unannounced wage hike.

What Do Official Records Show?

A check of parliamentary compensation statutes and Treasury regulations reveals that basic MP salaries were not increased.

Under the Members of Parliament (Emoluments) Act No. 4 of 1983, basic parliamentary salaries—officially termed the Member Allowance – are fixed at Rs. 54,285.00 per month. Any permanent increase to base salaries requires a formal resolution passed by a majority in Parliament or alignment with broader public sector salary circulars. No such legislation or resolution was enacted.

Why Did the Fuel Allowance Change?

The fuel allowance system for parliamentarians was established on April 1, 2008. Instead of receiving a flat monetary sum, each MP is allocated a fixed monthly quota of auto diesel (in liters) based on the distance between Parliament in Sri Jayawardenepura Kotte and their respective electoral district.

  • Colombo District: 283.94 liters

  • Gampaha & Kalutara Districts: 355.58 liters

  • Distant Districts (e.g., Vanni, Jaffna, Batticaloa, Badulla): Up to 568.76 liters

    The monetary value deposited into an MP’s account is calculated on the first day of each month by multiplying their fixed diesel quota by the current market retail price per liter.

The Emergency Cap and Removal

  1. Emergency Price Capping (April 2026): Following global energy disruptions stemming from conflict in the Middle East, the Ministry of Finance issued National Budget Circular No. 01/2026 on April 2, 2026 (pursuant to Cabinet Decision No. 26/0616/804/078). This circular temporarily capped fuel allowance reimbursements across all state institutions and Parliament at the fuel prices prevailing on March 1, 2026, regardless of subsequent market price increases.

  2. Restoration of Standard Pricing (July 2026): On July 1, 2026, Treasury Secretary Dr. Harshana Suriyapperuma issued National Budget Circular No. 01/2026 (1) following a Cabinet decision on June 30, 2026. This directive canceled the temporary cap, restoring the standard formula indexing fuel allowances to prevailing retail market prices across all public sector departments and Parliament.

    Official Clarifications

    In response to the controversy, Deputy Minister of Economic Development Nishantha Jayaweera and Secretary-General of Parliament Kushani Rohanadeera clarified that no parliamentary salary increase had taken place.

    The Parliamentary Accounts Branch forwarded an official report to the Department of Government Information detailing the 2008 distance-based fuel quota mechanism. They confirmed that the payout variation on MP Archchuna’s pay slip reflected the Treasury’s normalization of public sector transport allowances to current market fuel rates rather than an increase in basic pay.

    Conclusion

    The claim that Sri Lankan MPs received a Rs. 60,000 salary hike is misleading. The basic salary for Members of Parliament remains statutory at Rs. 54,285.00. The Rs. 65,000 difference in net payout observed between June and July 2026 was driven entirely by the removal of a temporary fuel price cap, restoring the standard distance-based diesel allowance calculation across the public sector.
